No it has **not**. Twenty years ago St. John’s was reeling from the [collapse of the cod fishery](http://en.wikipedia.org/wiki/Collapse_of_the_Atlantic_northwest_cod_fishery) (and it had been poor even before that). Many people had trouble paying their property taxes, let alone putting on a fresh coat of paint. St. John’s has been booming since the advent of the oil industry, but that’s not representative of Atlantic Canada as a whole.
