Based on my experience from about 6-7 years ago, Burma/Yangon had probably the friendliest people I’ve met in all of the countries I’ve visited (~50 or so) along with Laos. The internet restrictions were a non-issue as all of the internet cafes had implemented ways to get around the restrictions. Can’t comment on the TV though as I can’t recall turning the set on in my hotel room. With regard to registering I had to pass through immigration with the standard procedures and fill in a guest card when checking in to a hotel. So if that’s registering then so be it. Maybe I was tracked but I doubt it as tourism was already significant back then, even more so now. Regardless, I moved around freely with my (openly anti-government) driver and his local buddies who served as guides for a few dollars in places like Bago and Twante.
